Provincial Customer Service Standard for People with Disabilities
The Accessibility Standard for Customer Service agency is part of the Integrated Accessibility Standards Regulation under the "Accessibility for Ontarians with Disabilities Act " and applies to all organizations in Ontario (pubic, private and non-profit) that provide goods and services either directly to the public or to other organizations in Ontario with one or more employees.
As of January 1st, this protocol will require that all organizations have a plan in place to train employees on how to provide service to those with disabilities. This standard is about being prepared to deal with customers who are in different circumstances. It is about understanding that people with disabilities may have different needs. The standards being introduced will focus on requirements to effectively provide service to residents/tenants with a disability.
According to the Ministry of Community and Social Services, one in 7 Ontarians face barriers (evident and non-evident) to accessing jobs, goods, service, education, community and social activities. This is expected to increase to 1 in 5 within 20 years with more "invisible" conditions being diagnosed.
According to the guidelines, if an organization has fewer than 20 employees, then it must create a plan or policy that says it will become prepared to address accessibility for individuals with disabilities and they must also train all employees about how they will and should do it. If an organization has more than 20 employees, then it must have a written policy and produce an annual report indicating how it is progressing and meeting their policy mandate. For the employers this will cost them more but it is by law that they must comply.
The accessibility policy includes a plan for communicating with disabled persons and creating a plan for ensuring that employees are properly trained and familiar with the different types of assistive devices being used and needed. There is also a requirement plan for dealing with the support persons.
The Federation of Rental Housing Providers in Ontario has developed a detailed policy guide for its members to make sure they are up to speed on what they need to do to comply by January 1st/ 2012.
